Who can configure Employee Portal?

Users with the Employee Portal Admin role (or global admin) can change policies and master setup.

Does this affect already processed payroll?

Changes apply from the effective date you select; re-open payroll only for periods still in draft.

Where are audit logs?

Settings → Audit trail lists create/update actions for employee portal records.
